National Environmental Policy Act (NEPA) Screen Report (47 CFR 1.1307)

NEPA Screen Reports are performed to identify conditions which would indicate the need to perform a NEPA Environmental Assessment (EA) Screening under 47 CFR 1.1307. Environmental database search and site inspections are performed as part of the investigation. The NEPA evaluation is a developed procedure that is in compliance with FCC requirements as identified in and based on 36 CFR Part 800.  Rox Engineering has focused and systematic approach to addressing Federal and state NEPA issues that maybe associated with a selected site.

NEPA Systematic Approach

  • Field investigation by Rox Engineering Staff
    • Determine if the property is located in an officially designated wildlife preserve
    • Determine if the property affects listed threatened or endangered species or designated critical habitats.
  • Conduct wetlands reconnaissance and assessments
    • Determine if the property will jeopardize the continued existence of any threatened or endangered species or critical habitats.
  • Database review of geographical information
    • Including wildlife areas & preserves and national/state & local parks; wild/scenic rivers & trails; threatened & endangered species and their critical habitats; migratory birds; historic landmarks; National/State Register of Historic Places; archeological & Indian religious sites; floodplains; coastal zones; and wetlands
    • Research will be done to determine if the property will affect districts, sites, buildings, structures or objects, significant in American history, architecture, archaeology, engineering or culture, that are listed, or eligible for listing, in the National Register of Historic Places
  • Determine if the property will affect any Indian religious sites
  • Determine if the property is located in a flood plain
  • Determine if the facility construction would involve significant changes in surface features such as deforestation, wetland filling or surface water diversion
  • Conduct Federal/State governmental agency consultations
  • Determine if the project will require antenna towers and/or supporting structures equipped with high intensity lights located in residential neighborhoods as defined by the applicable zoning law
  • Submit a detailed report with maps, photos, and consultation letters
